Council calls time on rule-breaking bar

A BAR has been shut down after complaints from neighbouring residents.

Rix’s, in Priory Place, initially opened in October last year without either an alcohol or entertainments licence.

And its application for both has now been turned down by the city council after it failed to be reassured by the management that they would follow the rules.

Coun Rachel Lancaster, chairman of the licensing and regulatory sub-committee, said: "The management was unable to offer any real reassurance the venue would comply with the licencing objectives the city council upholds.

"The evidence showed the management were not in control and were not taking responsibility for events when they were trading without the proper licences.

"The council has a clear role in saying such behaviour is not acceptable and will not be tolerated."

Council environmental officers have been called out to the bar - which was previously Dogma and Baby Buddha - several times amid complaints about noise and anti-social behaviour.

West Midlands Police also objected to its application for an alcohol and entertainment licence.

Riya Rani Ltd, which owns Rix's, have until February 15 to appeal.

No-one from the company could be contacted for comment as The Observer went to press.
